AB32
In the fall of 2006, California signed into law the Global Warming Solutions Act of 2006 (AB32), requiring the state to reduce greenhouse gas emissions (GHG‘s) to 1990 levels by 2020.
AB32 regulates all six Kyoto gases: carbon dioxide, methane, nitrous oxide, perfluorocarbons, hydrofluorocarbons and sulfur hexafluoride. Furthermore, the bill requires the Air Resources Board (ARB) to take an economy-wide approach to reducing emissions and is anticipated to regulate all major emitting sectors using a cap-and-trade system. The details will likely be finalized in late 2008, with a plan to achieve AB32 targets in place by 2009.
