Midwest Regional Greenhouse Gas Reduction Accord

On November 15, 2007, the Governors of 6 Midwestern states, including Wisconsin, Minnesota, Illinois, Iowa, Michigan, Kansas, and the Canadian province of Manitoba signed the Midwestern Regional Greenhouse Gas Reduction Accord.

As part of the accord, the states have pledged to establish greenhouse gas reduction targets and the design for a cap and trade program within one year, which will enable the states to reach individual GHG reduction targets. Indiana, Ohio, and South Dakota are signing the agreement as observers. The agreement notes that the regional program will link to other U.S. carbon markets.
