Regional Greenhouse Gas Initiative (RGGI)
States in the Northeastern United States have also passed carbon regulations for stationary sources.
Under RGGI, Maine, New Hampshire, Vermont, New York, New Jersey, Massachusetts, Connecticut, Rhode Island, Delaware and Maryland will regulate all power generation facilities with a nameplate capacity of at least 25 megawatts and cap their CO2 emissions. The cap-and-trade market regulations are scheduled to take place in 2009, with a goal to stabilize emissions at baseline levels during Phase I (2009-2015). During Phase II (2015-2020), states will reduce emissions by 10 percent below Phase I levels.
