The Massachusetts Department of Environmental Protection (MassDEP) is responsible for developing implementation plans outlining how all areas of the state will meet and maintain the federal standards for criteria air pollutants, and enforces its own ambient air quality standards. Under 2015 ozone National Ambient Air Quality Standards (NAAQS) all of Massachusetts is designated as attainment/unclassifiable.

The Massachusetts Emission Reduction Credit (ERC) Banking and Trading Program encourages the creation of surplus ERCs to be used by companies, individuals or businesses that want to build new facilities, expand production or use them in a compliance plan.
