The Sacramento Metropolitan Air Quality Management District (SMAQMD) monitors, promotes and improves air quality in the County of Sacramento. The SMAQMD is part of the larger Sacramento Federal Ozone Nonattainment Area (SFNA), which also includes four other air districts in the following areas: all of Sacramento and Yolo Counties, the eastern portion of Solano County, the southern portion of Sutter County, the western slopes of El Dorado and Placer Counties up to the Sierra Crest. The SMAQMD is responsible for monitoring air pollution within the Basin and developing and administering programs to reduce air pollution levels.

The SMAQMD is classified as nonattainment for ozone and PM10 with some parts designated and nonattainment for PM2.5. In BAAQMD stationary sources must obtain ERCs to satisfy the offset ratio requirements for the proposed emissions increase. Sources must obtain ERCs if they emit more than:

  • 25 tons/year of NOx
  • 25 tons/year of ROG
  • 25 tons/year CO
  • 25 tons/year of PM10
