The Santa Barbara Air Pollution Control District (SBAPCD) works to protect the residents and environment throughout the entirety of Santa Barbara County, including the incorporated cities of Buellton, Carpinteria, Goleta, Guadalupe, Lompoc, Santa Barbara, Santa Maria, and Solvang. The county was designated nonattainment-transition for state ozone standards and also violates the state’s PM10 standards. The county is also designation unclassifiable/attainment for federal 8-hour ozone standards and PM 2.5 standards.
The SBAPCD air quality attainment plan is focused on achieving attainment of both state and federal ozone standards. In SBAPCD stationary sources must obtain ERCs to satisfy the offset ratio requirements for proposed emissions increases. Sources must obtain ERCs if they emit more than:
- 25 tons/year of Carbon Monoxide (CO)
- 15 tons/year of PM10
- 10 tons/year of all nonattainment pollutants (except CO & PM10)
- 20 tons/year of all attainment pollutants (except CO & PM10).
