The Ventura County Air Pollution Control District is committed to programs to clean the air and protect public health for the over 800,000 county residents. Ventura County does not meet the federal air quality standards for ozone or particulate matter, while also exceeding the state standards for ozone and particulate matter.

In the VCAPCD stationary sources must obtain ERCs to satisfy the offset ratio requirements for the proposed emissions increase. Permits are required for new equipment or process, before modification of existing equipment, relocation to a new address, changes in method, and modification of existing permits. Sources must obtain ERCs if they emit more than:

  • 5 tons/year of NOx
  • 5 tons/year of ROC
  • 15 tons/year of PM10
  • 15 tons/year of SOx
